Reasearch Program “20th Century Architecture, Project Material for the 21st Century Sustainable City”

The Office of Architectural, Urban and Landscape Research launched in partnership with the Ministry of Ecological and Solidarity Transition and the Ministry of Territorial Cohesion and Relations with Local and Regional Authorities, in connection with the Urban Planning Plan construction architecture, the National Agency for Urban Renewal, the Caisse des dépôts et consignations and the Social Union pour l’habitat, the program “Architecture du XXe siècle, matière à projet pour la ville durable du XXIe siècle” [“20th Century Architecture, Project Material for the 21st Century Sustainable City”], for the period 2016-2020.

General presentation of the research programme

The built heritage inherited from the 20th century, especially the one built after 1945, is a major part of the fabric of our cities. It presents a great variety of typological and constructive that makes it possible to consider multiple strategies of adaptation, transformation, restoration, recycling and reuse. It is an important source of energy savings, but it is also a land resource, spatial and economic, identity and cultural, which can be mobilized by the different actors of architecture and development.

The research programme “Architecture of the 20th century, a project topic for the sustainable city of the 21st century” aims to develop innovative intervention strategies and adapted project processes, that would enable significant responses to the major societal challenges posed by global change and to the challenge of ecological transition.

This research programme of the Ministry of Culture is carried out jointly with the Ministry of Ecological and Solidarity Transition and the Ministry of Territorial Cohesion in connection with the Caisse des dépôts et consignations, the Social Union for Housing, the National Agency for Urban Renewal and the Urban Planning Construction Architecture (REHA programme).

It follows the outlines of the State policy in favor of the sustainable development of cities and territories and aims to support research projects that question the capacity of 20th century architecture to make the city sustainable and to integrate the challenges of adaptation, the transformation, restoration and enhancement of an architectural and urban heritage that constitutes the essential part of our living environment.

It responds to priority issues of the Ministry of Culture as affirmed in the National Strategy for Architecture (SNA) which identifies existing buildings as a priority area of intervention for professionals in the planning and living environment; the LCAP Act, which establishes, with the label “remarkable contemporary architecture”, a process of recognition of the most emblematic values of this architecture and a follow-up of its transformations; Finally, the multi annual heritage strategy, which highlights the need to develop the training of professionals in the fields of heritage in order to take greater account of the new challenges of revitalizing the territories, sustainable development and mediation with the public.

The program has two components:

– Strand 1 “Capitalization of knowledge, promotion of experience” gave rise to three calls for projects in 2016 (5 winning teams), 2017 (3 winning teams) and 2018 (5 winning teams).

– Part 2 “Experimentation” gave rise to a call for proposals in 2019 (6 winning teams).
